Akwa Ibom State Governor, Pastor Umo Eno, has approved the appointment of Mrs. Elsie Anietie Peters as the new Head of Akwa Ibom State Civil Service, marking a significant transition in the administrative leadership of the state’s bureaucracy.
Mrs. Peters, who will be sworn-in today Tuesday November 18, 2025 succeeds Elder Effiong Essien, whose tenure officially elapsed after overseeing several reforms aimed at strengthening administrative efficiency across ministries, departments, and agencies.
Her appointment was formally announced in a statement issued by the Secretary to the State Government (SSG), Prince Enobong Uwah.
The newly appointed Head of Civil Service, brings to the position an impressive blend of academic depth, professional discipline, and top-tier administrative experience.
She hails from Ikot Akpandem in Eket Local Government Area, and holds quite a number high profile qualifications including; a Master’s Degree in Public Order and Information Management, a Master’s Degree in Public Administration, and a Postgraduate Diploma in Sociology and Anthropology.
These qualifications underpin her strong grounding in governance and institutional management, through the State Civil Service, with extensive training within and outside Nigeria, in intelligence analysis, crime prevention, public administration, leadership, and security management.
Prior to her elevation, Mrs. Peters was a Permanent Secretary, Special Services Department, in the Governor’s Office, one of the most sensitive units in the state bureaucracy; where she coordinated intelligence inputs, managed high-level security briefings, and represented the state at critical federal security engagements.
Her tenure in the department earned her a reputation for discretion, strategic judgement, and flawless execution, adorned with honours including the Adamawa State NYSC Honours Award, Most Hardworking Civil Servant Award, and multiple commendations for punctuality, professionalism, and outstanding service delivery—testaments to her dedication and consistency.
Mrs. Peters’ appointment aligns with Governor Umo Eno’s ARISE Agenda, which prioritizes a strengthened and efficient administrative engine for government. Her wealth of experience positions her to lead ongoing reforms aimed at boosting service delivery and enhancing efficiency within the civil service.
As she assumes office, expectations are high among state officials, civil servants, and policy stakeholders. With her strong background in security oversight, administrative management, and public-sector leadership, Mrs. Elsie Anietie Peters is widely expected to play a pivotal role in shaping the next phase of civil service transformation in Akwa Ibom State.
According to the SSG’s statement, the appointment takes immediate effect, signaling Governor Eno’s confidence in her capacity to consolidate ongoing reforms and drive a more responsive and digitally inclined civil service.
